Permit documentation for battery storage: what the authorities look for
Battery storage is a building and needs a permit. The permit documentation has a fixed structure – and the building authority and the concerned bodies look for specific things in it.
Why storage needs a permit
Battery containers, inverters, a transformer station, cable routes, fencing and paved areas are a building. Under the Czech Building Act it must be permitted by the building authority, and before that the concerned bodies and utility operators give their statements on it. The basis for the permit is the permit documentation (DPZ), whose content is prescribed by Decree No. 131/2024 Coll., on the documentation of buildings. We document storage as a technical infrastructure building with associated technology structures – according to the annex intended for this type of building.
Well-assembled documentation saves months: the authority does not ask for additions, the concerned bodies get what they need for their statement, and the grid operator sees that the installation matches the connection contract.
What the documentation consists of
| Part | Content for battery storage |
|---|---|
| A – Cover sheet | Data on the building, the client and the designer, list of source documents, breakdown into structures. |
| B – Summary technical report | Description of the area and plots, protection zones, compliance with the zoning plan, description of the building and technology, power and capacity, connection to the distribution grid, impact on the surroundings (noise, waste, fire safety), land take, stages and enabling investments. |
| C – Site drawings | Wider relations plan, cadastral plan and coordination plan with structures, cable routes, protection zones and utilities. |
| D – Documentation of structures | Technical report, plans, sections and elevations of the containers and transformer station, basic wiring diagram, earthing and lightning protection, foundations. |
| Fire safety solution | Prepared by an authorised specialist; covers container clearances, access for intervention, extinguishing agents and detection. |
| E – Documentary part | Statements from utility operators, opinions of the concerned bodies, the grid operator's contract or statement, owners' consents, power of attorney. |
What the authority and the concerned bodies look for
Compliance with the zoning plan
The building authority's first question. The area must allow technical infrastructure or energy generation; storage in a residential area or on agricultural land without the corresponding use cannot be permitted. We verify this in the site check before the documentation is produced.
Connection to the distribution grid
The authority wants to see that the building has somewhere to deliver to: the connection statement or contract, the point of connection and any enabling investments by the operator (line reinforcement, a new transformer station). Without a submitted connection application the documentation has nothing to rest on. We describe the procedure in the article on how to connect storage to the grid.
Utilities and protection zones
For every utility in the area and its surroundings, the operator's statement is documented: the electricity distributor, gas, water, telecommunications, railway, roads. The statements have limited validity and conditions that must be reflected in the coordination plan – parallel runs, crossings, clearances, relocations.
Agricultural land and nature
On agricultural land, removal from the agricultural land fund is required; land of a higher protection class tends to be a problem. Levies, the topsoil balance and the nature protection authority's statement are documented – especially for plots near watercourses, forest or protected areas.
Noise
Container cooling and the transformer are noise sources. For storage near residential development, a noise study and the public health authority's opinion are documented. The container layout and the choice of technology can decide this.
Fire safety
The fire rescue service assesses the fire safety solution: separation distances between containers and from neighbouring buildings, the access road for fire engines, water sources or extinguishing agents and detection inside the containers. Storage manufacturers supply inputs for this, which the design incorporates.
Waste, traffic, water management
Waste handling during construction, the road access with its sight distances, rainwater drainage from paved areas – each of these has its own operator or concerned body and its own statement.
What to watch out for
- Power and capacity must agree with the connection contract in every part of the documentation – the power to the grid is the reserved power, not the sum of the installed inverters.
- The operator's enabling investments belong in the summary report; the authority wants to know who builds them and when.
- Validity of statements – utility operators usually issue statements for a limited period; a long procedure may require renewal.
- Land take – permanent and temporary (a cable trench on someone else's land) is quantified and documented with the owners' consents.
- Stages and trial operation – storage usually has a trial operation to verify the technology; the documentation should mention it.
What follows the permit
After the project permit comes the detailed design: detailed drawings, switchboard diagrams, cable schedules, protection settings, inputs for the technology supplier. After construction, the as-built documentation is prepared for the grid operator, the inspection engineer and the operation of the storage. We describe the whole path on the battery storage page.
Frequently asked questions
How long does the permit take?
The authority's deadlines are set by the Building Act; in practice what decides is the completeness of the submission and the number of concerned bodies. Most of the time goes into obtaining statements – which is why we start collecting them in parallel with the connection application.
Who obtains the statements?
Part of our work is the permitting engineering: we obtain the statements from utility operators and the opinions of the concerned bodies and incorporate their conditions. The investor signs a power of attorney.
Can storage be built without a permit as a piece of technology?
No. Containers, the transformer station, fencing and paved areas are a building regardless of the technology being delivered ready-made. We assess the extent of the permit according to the specific project.
